Connectivity Guide for Montenegro
byCharles McQuainMontenegro has three mobile networks: Crnogorski Telekom, One (the former Telenor Montenegro), and m:tel. All three offer 4G and 5G, with 5G concentrated in Podgorica and the larger coastal towns. The regulator's figures give Crnogorski Telekom the widest 4G and 5G coverage.
The coast is well served, including Kotor, Perast, Tivat, Budva, Sveti Stefan, Bar, and Ulcinj, and so is the capital, Podgorica. Inland, coverage is good in towns but thins out in the mountains. Expect gaps in parts of Durmitor National Park, the Tara Canyon, Prokletije, and on winding mountain roads such as the Kotor serpentine.
Taxis are cheap and commonly booked by phone or through local taxi apps, and many apartments and boat tours are arranged over WhatsApp or Viber. Download offline maps before driving inland, since mountain roads are slow and signal can disappear between towns.
EU Roaming Doesn't Apply Here
Montenegro uses the euro but isn't in the EU, so an EU carrier's roam-like-at-home rules don't cover it, and many "Europe" eSIMs leave it out. Many visitors arrive from Dubrovnik, so check that Montenegro is on your plan's country list before you cross the border.
